Rhode Island Car-Selling Guide

How to Sell a Car Without a Title in Rhode Island

Lost, damaged, or never received your Rhode Island title? You still have legal ways to sell. Here's how it works in 2026, based on official Rhode Island rules — plus the fastest way to just get a cash offer.

Rhode Island now titles every vehicle (a 2024 change) and processes duplicate titles only at its Cranston headquarters. If your title is missing, here's how to replace it and sell.

Path 1 — Most vehicles

Get a duplicate title

Complete the Application for Title (Form TR-2/TR-9) with the $52.50 fee. Duplicate titles are processed only at DMV Headquarters in Cranston, and only the owner listed on the original title can apply (the lienholder applies if there's a lien). Plan ahead — the duplicate can take a while to arrive.

2024 change

Older cars now get titled too

Before 2024, Rhode Island didn't title vehicles model year 2000 and older. As of January 1, 2024, all vehicles are eligible for a title. To title a previously untitled car, bring a valid or expired registration (or stamped paid sales-tax form) plus a completed TR-2/TR-9 and $53.50 to the Research Office at the Cranston DMV.

Before You Sell

A quick checklist

Three things worth confirming before you hand over the keys.

  • Check for a lien. Any recorded lien must be released before a clean title can issue.
  • Keep a bill of sale. A written record — buyer and seller info, vehicle details, price, and date — protects you.
  • Match the name. The seller's name should match the title record.
