German immigrants arriving in the 1840s recognized the potential of Cedar Creek and built hydropowered gristmills and woolen mills along its banks. The city's name itself reflects this heritage, derived from Frederick Leuning's 1843 cabin, which he called "Cedarburg," meaning the cedar castle or fortress of the cedars. By 1845, the Cedarburg Mill, a five-story stone structure, became the focal point of the growing community. The 1864 Hilgen and Wittenberg Woolen Mill, the largest woolen mill west of Philadelphia, demonstrated the city's industrial significance. German cultural traditions shaped early Cedarburg through Lutheran churches, a brewery, and cultural institutions including Turner societies and the European-style Hilgen Spring Park spa resort.

The arrival of the Milwaukee and Northern Railway in 1870 connected Cedarburg to larger markets and spurred continued growth. The city modernized quickly, with the woolen mill producing the town's first electric light in 1897. However, the mills eventually closed by the 1960s as the city transformed during post-World War II suburbanization, experiencing rapid population growth and suburban development.
