The city's origins reflect a remarkable chapter in American immigration history. Following Napoleon's defeat and the fall of his empire in the early 1800s, French expatriates—including exiled Bonapartists and refugees from the failed colonial effort in Saint-Domingue—sought a new home in the United States. Organizing first in Philadelphia, they petitioned Congress and received approval to purchase four townships in the Alabama Territory at two dollars per acre, with the requirement to cultivate grape vines and olive trees. The first settlers arrived on July 14, 1817, establishing the Vine and Olive Colony at White Bluff.
The French colonists, many of them military officers and prominent figures under Napoleon, faced numerous challenges. A survey in 1818 revealed their land grants lay elsewhere than intended, forcing them to relocate. American settlers quickly recognized the site's potential as a river port and formed the White Bluff Association in 1819 to develop the town. George Strother Gaines purchased the site and served as company spokesman. The commissioners laid out Demopolis with a grid plan modeled after Philadelphia, naming streets for trees, national heroes, and local figures. The city was incorporated on December 11, 1821, becoming one of Alabama's oldest continuous interior settlements.
