The county economy rested primarily on wheat farming and cattle ranching, with oil emerging as a third commodity after its discovery in 1919 and commercial development in 1951. Harrisburg's fortune fluctuated with regional changes. The absence of a railroad and the routing of Interstate Highway 80 through Kimball in the 1960s redirected businesses elsewhere, yet consolidation of activities around Harrisburg allowed it to endure into the twenty-first century despite its modest population.
