Ottawa, the county seat of Franklin County, Kansas, sits on both banks of the Marais des Cygnes River near the center of the county. The city takes its name from the Ottawa tribe of Native Americans, whose reservation was the site of the city's founding. In the spring of 1864, the Ottawa people ceded land to establish Ottawa University through a treaty that included a donation of twenty thousand acres intended to educate both Indians and non-Indians. That same year, on March 31st, J.C. Richmond built the first non-Indian settlement at the corner of Walnut and First streets. By 1867, the Ottawa tribe had sold their remaining Kansas land and relocated to Indian Territory in Oklahoma.
Ottawa's location along the Marais des Cygnes River has shaped its history significantly. The area experienced the Great Flood of 1844 and numerous subsequent flooding events throughout the twentieth century. The most famous was the Great Flood of 1951, which rose about five inches higher than the 1928 flood and inundated one-third of the city, claiming forty-one lives across the region. During World War II, the city hosted a branch internment camp for German and Italian prisoners of war.
