By the early 1900s, sugar beet cultivation emerged as a dominant industry when a sugar factory opened in 1903, attracting German-Russian immigrants who became highly successful farmers. The Great Western Sugar Company sustained Windsor's economy through the mid-1960s.
As the sugar industry declined, Kodak's arrival sparked new economic development and population growth.
