Woodburn, located in the northern Willamette Valley between Portland and Salem, began as a vision shaped by the arrival of the railroad. Originally inhabited by the Kalapuya Native Americans, the area's European settlement traces to several donation land claims established in the 1840s and 1850s. Jesse Settlemier, a nurseryman who had traveled the Oregon Trail in 1849, purchased land in the area in 1862 and established the Woodburn Nursery Company. After securing his claim through a landmark Supreme Court decision in 1878, Settlemier platted the first four blocks of town in 1871 when transportation baron Ben Holladay's Oregon and California Railroad came through the area. Originally called Halsey, the community was renamed Woodburn following a wildfire in the 1880s that consumed a nearby woodlot, an incident witnessed by a railroad official who christened the town accordingly. The city was formally incorporated on February 20, 1889. Today, Woodburn has grown into the third-most populous city in the Salem metropolitan area, with a 2020 population of 26,013 that has continued expanding. Connected by Interstate 5, multiple state routes, and two freight rail lines, Woodburn remains well-positioned regionally, serving as a vibrant community rooted in its railroad heritage and agricultural legacy.
