Lower Lake is a census-designated place in the southern Clear Lake region of Lake County in northern California. Known today by its current name, the community was originally founded as Grantville in 1858 by Isaac Edmund Mitchell, who built the first house there. That same year, the settlement's first post office opened. Lower Lake is also home to an Indian rancheria of the Koi Nation people. Situated at an elevation of 1,371 feet, Lower Lake lies approximately 4.5 miles southwest of the City of Clearlake and 13 miles southeast of Kelseyville.
The town holds an interesting place in Lake County history. In the 1860s, Lower Lake competed fiercely for the county seat during the hotly contested Lake County elections of 1867. Though the seat moved back and forth between Lower Lake and what is now the city of Lakeport, the dispute was finally settled in 1870 with Lakeport retaining control. While some residents believed the seat was unfairly taken, it has remained in Lakeport for over a century and is no longer a concern for locals. A notable historical landmark, the Lower Lake Stone Jail was constructed in 1876 from locally quarried stone and is reputedly the smallest jail in the United States.
According to the 2020 census, Lower Lake had a population of 1,276. The community faced significant hardship when the Clayton Fire struck on August 12, 2016, leading to the evacuation of all residents on August 14. The fire razed large portions of downtown Lower Lake and surrounding areas, leaving many residents without homes.
