Rather than ceding land, the Western Shoshone agreed to allow the United States government specific rights including the ability to traverse the area, maintain telegraph and stage lines, construct a railroad, and conduct certain economic activities while preserving Native sovereignty. The Union used this treaty diplomatically with European governments and banks to secure backing for the American Civil War, demonstrating access to vital gold resources.
