Elsmere, located in New Castle County along Wilmington's western border, is a small town with deep roots in Delaware's suburban development. The community began in 1886 when real estate developer Joshua Heald transformed farmland into houses, creating the first suburb in northern Delaware. Positioned at an intersection of railroad lines, Elsmere offered working-class families convenient access to Wilmington, and trolley lines were later constructed to serve the growing community. The town was formally incorporated in 1909.
During the early twentieth century, Elsmere became home to the Delaware State Fair. The State Fair Association purchased land within town limits in the 1910s and built fairgrounds featuring a racecourse for horses, cars, and motorcycles. From 1917 to 1928, the fairgrounds hosted the state fair, which featured agricultural exhibits alongside horse and dog shows, vaudeville performances, music, and fireworks. After the fair relocated to Harrington in 1928, the site continued hosting races until 1943, when the property was converted to residential housing. In 1950, a 336-bed Veterans Administration hospital opened on the town's western edge, marking the ninth VA hospital constructed following World War II.
Today, Elsmere spans one square mile located 1.5 miles from Wilmington and is home to 6,229 residents according to the 2020 census. The town operates under a mayor-council government system and provides residents with police and fire protection services, including the Elsmere Fire Company No. 1, established in 1921.
