Milton, the county seat of Santa Rosa County, Florida, has played an important role in the region's development since its incorporation in 1844, just one year before Florida became the 27th state. The city's early history centers on the lumber industry, with settlement beginning in the early 1800s. The area went by several colorful names before settling on Milton, including "Scratch Ankle" for the briars and bramble that covered the riverbank, "Hell Town" due to its inhospitable conditions, and "Jernigan's Landing" after Benjamin Jernigan, who built a water-powered saw mill between 1828 and 1830. The origin of the final name "Milton" remains disputed among historians, with some attributing it to Civil War Governor John Milton of Florida, others to pioneer Milton Amos, and still others to an earlier "Milltown."

Milton experienced significant upheaval during the Civil War when Confederate forces retreating from the Union capture of Pensacola burned much of the town in May 1862 to prevent its industries from falling into Union hands. The city's modern development accelerated with the construction of Naval Air Station Whiting Field during World War II, commissioned on July 16, 1943. Healthcare infrastructure grew with Santa Rosa Hospital opening on December 2, 1952, followed by Santa Rosa Medical Center in December 1972. In January 2025, Milton received historic snowfall of 10 inches during the Gulf Coast blizzard, more than double the previous state record.
