Monterey quickly became a center of Spanish colonial power, serving as the capital of the Province of the Californias in 1777, functioning as administrative and military headquarters for both Alta California and Baja California. After Mexican independence, it remained the capital of the Mexican Department of the Californias. American forces captured Monterey in 1846 during the Mexican-American War, and the city continued as California's capital until 1849, hosting the state's first Constitutional Convention.
