The Mexican-American population, which formed the backbone of both agricultural and oil industries, faced significant hardship during the 1938 Santa Ana River flood and school segregation. However, Mexican-American World War II veterans successfully campaigned to end segregation in 1948, with Alfred Aguirre leading the effort and later serving on the city council from 1958 to 1962.
