National City, located in the South Bay region of southwestern San Diego County, holds the distinction of being the second-oldest incorporated city in the county, having been established in 1887. Following Mexican independence in 1810, it became Rancho de la Nación and was eventually granted to John Forster in 1845. The modern city traces its origins to 1868, when Frank Kimball and his brothers Warren and Levi, contractors from San Francisco, purchased the entire rancho and began developing the community.

The Kimballs profoundly shaped National City's development by constructing the first roads, railroad, post office, and wharf, bringing modern infrastructure to the region. Frank Kimball's residence was the county's first modern house, featuring a bathtub and hot running water. The brothers also partnered with the U.S. Department of Agriculture to import and plant trees from Europe and Asia, many of which still flourish throughout the city. Their legacy remains visible in historic structures like Brick Row, built in 1887 to house railroad workers, and Frank Kimball's preserved home, both now part of Heritage Square, which showcases the city's rich architectural and cultural heritage.
