However, limited water availability constrained growth until 1954, when the Poway Municipal Water District was established to access water from the Colorado River Aqueduct. With reliable water secured and a sewer system completed in 1957, housing developments followed rapidly. Poway officially incorporated as a city on December 1, 1980, adopting the motto "The City in the Country" to reflect its rural heritage. The population reached 48,841 by the 2020 census.
