San Pablo, whose name means "Saint Paul" in Spanish, is an enclave city in Contra Costa County with a population of 32,127 according to the 2020 census. The city occupies land once home to the Cuchiyun band of the Ohlone indigenous people. In the late eighteenth century, Spain claimed this territory and granted it to Mission Dolores in San Francisco for grazing purposes. After Mexico's independence in 1821, the land was secularized, and in 1823, Mexican governor Luís Antonio Argüello granted it to Francisco María Castro, an ex-soldier from the San Francisco Presidio. This grant, called Rancho San Pablo, gave the city its name and inspired San Pablo Avenue, one of the East Bay's oldest principal roads, which runs through the entire region.
The city's Mexican era heritage is preserved through the Alvarado Adobe, designated California State Landmark No. 512. Originally built in 1842 by Jesús Maria Castro for his mother, the adobe later passed to his sister Martina Castro de Alvarado, wife of California Governor Juan Bautista Alvarado. Though demolished in the mid-twentieth century for a motel, a reproduction now stands at San Pablo Civic Center, incorporating a single beam from the original structure. San Pablo established its first post office in 1854 and incorporated as a city in 1948. Today, the San Pablo Casino serves as the city's economic backbone, while College Center at El Portal has anchored the community's retail economy since the middle of the twentieth century.
